If someone living at your property receives benefits such as Pension Credit, Universal Credit, Income based Jobseekers Allowance, Income Related Employment & Support Allowance, Income Support, Housing Benefit or Tax Credits (Child or Working Tax Credit).
If no one living at the property is in receipt of any of the above benefits but the household income is under £31000 a year then you should still qualify.
Alternatively if anyone in the household has a health condition which is further aggravated by cold weather then that can also be seen as a qualifying factor.
